Tony-b Machine 3 is a super fun site for creating digital music.  This is a very easy to use site where a user just clicks on a keyboard to get the desired effect.  A person can change the tempo, key, arrangement, etc etc.  A created song can be saved public or privately and can be created from scratch as well.

Myna Audio Editor

Far and away my favorite online music editor. This is very similar to Garageband and a nice alternative for those who do not have the Apple application.

Soundation

Very easy to use w/ a drag/drop interface for creating some excellent sounding music.

Looplabs

A little bit of a higher learning curve then most online sites but with a nice time line editor.

Indaba Music

Is a unique site where people can create collaborative music pieces to make one final product.

Contrapunctus Variations

A wonderful site for creating orchestral type music by selecting an instrument and clicking on a time line.

Kids Making Music
An online livebinder full of making music sites.
Count the Music
The Counting Music activity shows you how to count rhythms, and connects your knowledge of fractions and length to musical notes. Simply enter the notes and it counts the music with you. You can also change the time signature, email rhythms to your friends, and select between four counting methods: 1) Standard numbers, 2) Kodály rhythm syllables, 3) Gordon rhythm solfege, and 4) French time names. Using your mouse, click on the note and rest buttons in the same order they appear on your sheet music, and don't forget your ties. Notice the ruler ? it helps us see the length or duration of our musical notes. As soon as you fill up an entire measure (or inch), you may play your rhythm by pressing the bottom left button.
